Espionage by the Chinese Communist Party (CCP) has increased under the watch of the Biden-Harris administration, according to a report by the House Homeland Security Committee (HSC).
The report by the HSC’s Subcommittee on Counterterrorism, Law Enforcement and Intelligence, which was released on Oct. 17, outlined numerous instances of “espionage and transnational repression actions allegedly tied to the CCP” since President Joe Biden and Vice President Kamala Harris took office in January 2021.
Data within the report put the total number of these instances to more than 55, which reportedly took place in 20 U.S. states between January 2021 and October 2024. “These cases involve the transmission of sensitive military data, theft of trade secrets, repression schemes against dissidents and obstruction of justice,” according to the National Pulse.
“Beijing has continually encroached upon American sovereignty to spy, intimidate and harass defectors and American citizens,” said U.S. Rep. Mark Green (R-TN), chairman of the HSC. The report itself echoed the congressman’s remarks, noting that the People’s Republic of China (PRC) “is a top perpetrator of transnational repression to silence dissidents critical of the authoritarian regime in the world.”
According to the report, there have been 224 reported incidents of Chinese espionage directed at the U.S. between 2000 and 2023. The Federal Bureau of Investigation opens new cases to counter Beijing’s intelligence operations roughly every 12 hours, it added.
It also revealed that China’s theft of U.S. intellectual property is in the billions – “amounting to about $4,000 to $6,000 per American family of four after paying taxes.” About 80 percent of prosecutions for economic espionage allege that perpetrators acted in ways that would benefit Beijing, while about 60 percent of trade secret theft cases have some link to China.
The report also included developments about notable instances of Chinese espionage. In May 2021, former professor Song Guo Zheng was sentenced to 37 months in prison – more than three years – for lying to federal authorities in order to use $4.1 million in grants from the U.S. National Institutes of Health (NIH). Zheng reportedly used the money to develop China’s medical expertise.
Last January, Chinese national Ji Chaoqun was sentenced to eight years behind bars for “acting illegally as an agent of the PRC in the United States.” Evidence showed that Chaoqun worked at the direction of intelligence officers in the Chinese Ministry of State Security to recruit American scientists and engineers. However, the recruitment drive had a more sinister purpose: obtaining access to advanced aerospace and satellite companies being developed by U.S. companies.
In April 2023, former Harvard University professor Dr. Charles Lieber was convicted for his involvement with China without the knowledge of his U.S. employer. “Lieber became a ‘strategic scientist’ at the Wuhan University of Technology and was also a participant in China’s Thousand Talents Plan,” the HSC report said. “This occurred while he accepted more than $15 million in grant funding from the NIH and U.S. Department of Defense.” (Related: Wuhan co-conspirator Charles Lieber convicted of numerous crimes involving Wuhan, nanotechnology and the CCP.)
Months later in July 2023, American-Israeli citizen Gal Luft was indicted for working as an unregistered agent for Beijing and advancing its interests in the United States.
The report stated that Luft, the director of the Maryland-based Institute for the Analysis of Global Security, “allegedly recruited a former U.S. official to support PRC-favorable policies; brokered illicit arms deals involving Chinese entities; and facilitated the sale of Iranian oil to the PRC while evading U.S. sanctions.”
Perhaps the most prominent name in the report was that of rapper Prakazrel “Pras” Michel, founding member of the hip-hop group Fugees with Wyclef Jean and Lauryn Hill. The Haitian-born Michel was convicted in April 2023 for conspiring with PRC officials, including disgraced former Chinese Vice Minister of Public Security Sun Lijun. Pras and his co-conspirators allegedly sought to illegally lobby the U.S. government to extradite Chinese dissident and G News founder Miles Guo to China.
